I guess VMI (Virtual Money Inc) does not charge monthly fees to debit card accounts with insufficient balance to cover the monthly fees. In fact, there had never been a negative balance on my VMI debit card account. Therefore, I reckon that VMI only charged monthly fees to accounts with sufficient balance to cover monthly fees. I might be missing some information. Did VMI cease charging monthly fees in 2007? I doubt it. Perhaps only when the VMI debit card is used for payment, then there will be monthly charges.
