When I bought the VMI debit card in the first quarter of 2006 from a VMI debit card reseller in the U.S., I had to send a copy of my national identification card & utility bill to verify my identity & home address in Malaysia. Thereafter I utilized my VMI debit card as a U.S. bank account for my Paypal account since the debit card is inclusive of a U.S bank account from Southwest bank under my own name.
